Yes! The West and the Center of the country are relatively calm regions. Foreigners have been coming to Lviv since the beginning of the war: journalists, volunteers, diplomats, representatives of international NGOs, etc.
Lviv is an extremely safe city. The risks due to russian activity are low and you can walk around the city late at night without any safety concerns. During martial law, a curfew is in effect in Lviv from 12 am to 5 am. It is not allowed to be on the street at this time without a permit.
Filming and photographing at checkpoints in other strategic locations (military units, medical facilities, administrative buildings) is prohibited or possible only with special permits.
Since the beginning of war in February 2014, only 12 civilians have died from russian (do not capitalize please) missile and drone strikes (https://en.wikipedia.org/wiki/Lviv_strikes_(2022%E2%80%93present) within the city of Lviv. Each of these deaths occurred after the escalation of war in February 2021.
We can do some calculations to compare Lviv to the gun violence that US cities experience. But keep in mind that gun violence is often random, meanwhile in Lviv air alerts sound every time there is a potential threat and there is plenty of time to get to shelter.
In i’s last census in 2017, Lviv recorded a population of 721,301 people. Since then the population has grown, and it is likely currently over 1 million people due to the increase of price in vehicle registrations (the price increases once the population crosses a million). However, because we want to be exact we’ll be using the 2017 census results. With 12 deaths in two years that means the death rate of russian missile and drone strikes is 1.66 per 100,000 people.
Let’s compare that to US cities of and use data on gun violence deaths from The Big Cities Health Inventory Data Platform (https://bigcitieshealthdata.org/). We’ll use gun violence deaths from 2020 as to not include any outliers that may have occurred during covid.
New York City experienced 3.76 gun deaths per 100,000 people.
Houston experienced 22.05 gun deaths per 100,000 people.
Los Angeles experiences experienced 8.34 gun deaths per 100,000 people.
Columbus experienced 18.96 gun deaths per 100,000 people.
Indianapolis experienced 30.91 gun deaths per 100,000 people.
Charlotte experienced 14.98 gun deaths per 100,000 people.
San Francisco experienced 4.99 gun deaths per 100,000 people.

If you’re comfortable visiting some of the US cities listed, then you shouldn’t have any fears when considering a visit to Lviv.
